However, <strong>there are situations in which a structural inspection is legally required or strongly recommended<\/strong>, depending on the type of intervention or the state of the building: <\/p>\n\n<p><\/p>\n\n<p><strong>1. Situations in which it is mandatory<\/strong><\/p>\n\n<p><strong>Rehabilitation, alteration or extension projects<\/strong><\/p>\n\n<ol class=\"wp-block-list\">\n<li>According to the <strong>Legal Regime for Urbanization and Edification (RJUE)<\/strong> &#8211; DL no. 555\/99, and the <strong>Safety and Actions Regulation for Building and Bridge Structures (RSAEEP)<\/strong> and <strong>Eurocode 8<\/strong>, whenever there are <strong>structural changes<\/strong> (reinforcements, removal of load-bearing walls, changes in loads, etc.), <strong>a prior structural assessment<\/strong> is <strong>mandatory<\/strong>.<\/li>\n\n\n\n<li>This assessment must be carried out by a <strong>civil engineer with a specialty in structures<\/strong>, who produces a <strong>technical inspection and structural diagnosis report<\/strong>.<\/li>\n<\/ol>\n\n<ol class=\"wp-block-list\">\n<li><strong>Buildings showing signs of degradation, pathologies or safety risks<\/strong><\/li>\n<\/ol>\n\n<ol class=\"wp-block-list\">\n<li>Under the <strong>General Regulations for Urban Buildings (RGEU, articles 64 to 67)<\/strong>, owners are obliged to <strong>keep buildings in a good state of repair and safety<\/strong>.<\/li>\n\n\n\n<li>If there are <strong>cracks, deformations, leaks, corrosion of reinforcement<\/strong> or other signs of risk, the municipality can <strong>demand a structural inspection<\/strong> and <strong>technical<\/strong> safety <strong>report<\/strong>.<\/li>\n<\/ol>\n\n<p><strong>Public, school, health or collective use buildings<\/strong><\/p>\n\n<ol class=\"wp-block-list\">\n<li>In some cases, there are <strong>specific regulations<\/strong> (for example, in schools or hospitals) that require <strong>periodic technical inspections<\/strong> to guarantee structural and seismic safety conditions.<\/li>\n<\/ol>\n\n<p><\/p>\n\n<p><strong>2. Recommended situations (not mandatory, but good practice)<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Before buying old buildings<\/strong>, especially those dating back to 1980, it is wise to carry out a <strong>structural inspection and pathology survey<\/strong>.<\/li>\n\n\n\n<li><strong>In energy rehabilitation (ETICS, roofs, solar panels, etc.)<\/strong>, it is recommended to assess the existing structural capacity before adding additional loads.<\/li>\n\n\n\n<li><strong>After earthquakes, fires, floods or neighboring works<\/strong>, a <strong>structural assessment<\/strong> is essential to ensure stability.<\/li>\n<\/ul>\n\n<p><\/p>\n\n<p><strong>3. Results and documentation<\/strong><\/p>\n\n<p>The structural inspection must culminate in a <strong>Structural Inspection Technical Report<\/strong>, which includes:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Survey of the state of conservation and pathologies;<\/li>\n\n\n\n<li>Evaluation of resistant materials and structures;<\/li>\n\n\n\n<li>Recommendations for monitoring, reinforcement or rehabilitation;<\/li>\n\n\n\n<li>Photographic record and, if applicable, measurements (cracks, deformations, non-destructive tests, etc.).<\/li>\n<\/ul>\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Portugal, there is no general and universal obligation to carry out periodic structural inspections on all existing buildings (as is the case, for example, with mandatory technical inspections of vehicles).
